On 23 October, the Standing Committee of the National People’s Congress authorised the State Council to pilot property tax reforms on all types of residential and non-residential property in certain regions. Lawfully-owned homesteads, and houses built on them, are excluded. The pilot scheme – the start date of which has yet to be announced – will last for five years. More
