China’s General Administration of Customs recently announced that in order to ease the difficulties of enterprises and reduce their operating costs, steps will be taken to implement a “refund after levy” policy for two types of tax: import value-added tax (VAT) on natural gas and consumption tax on the import of naphtha and fuel oil for the production of ethylene and arene.
