Shanghai recently issued a plan for the Yangshan Special Comprehensive Bonded Zone, in Lingang Special Area. The plan clearly sets out development priorities and targets for the zone, identifying key industries and discussing the spatial layout of industry blocks in Luchaogang, Xiaoyangshan Island and the southern part of Pudong Airport.
