CR Express to Play Bigger Role in Stabilising Foreign Trade and Investment
20 April 2020
The Ministry of Commerce issued on 3 April a circular on further leveraging the role of the China Railway Express (CR Express) to stabilise foreign trade and foreign investment and boost consumption amid the epidemic. The circular outlines 11 measures for making better use of the strategic channel of the CR Express to respond to the impact of Covid-19. These measures include using the CR Express to help businesses in work resumption, prioritising the CR Express freight capacity according to local conditions to help production enterprises facing supply chain disruptions to get their supplies and orders back as soon as possible, and helping foreign trade enterprises more seriously hit by the epidemic resume their import and export business. At the same time, the role of the CR Express as an export channel will be further utilised to export to Europe medical supplies, production materials and daily necessities needed to combat the epidemic and ensure the smooth running of the industry chains and supply chains in Europe and China. The CR Express will also be used to support the development of new forms and new modes of foreign trade and companies operating CR Express routes will be encouraged to collaborate with interested cross-border e-commerce operators in providing integrated quality inspection, bonded warehousing, tally and bulk-breaking, picking and packing and LCL consolidation services in qualified comprehensive bonded zones.
