China Strengthens Quality Control Over Exports of Non-medical Face Masks and Other Epidemic Prevention Supplies

The Ministry of Commerce, the General Administration of Customs and the State Administration for Market Regulation recently issued a joint announcement on measures to strengthen quality control over epidemic prevention supplies and regulating the export order (Announcement No. 12 [2020]). From 26 April, when making customs declaration export enterprises of non-medical face mask must submit an electronic or written statement jointly made by the export and import parties that the products meet the quality standards of China or the importing country, and that the import party accepts the products are not to be used for medical purpose.
Meanwhile, export enterprises of coronavirus re-agent test kits, medical face masks, medical protective clothing, ventilators and infrared thermometers with overseas certification or registration must submit an electronic or written statement stating that the products meet the quality standards and safety requirements of the importing country (region) when making customs declaration. Customs will release goods by checking against the list of manufacturers with overseas certification or registration provided by the Ministry of Commerce (published and regularly updated on the website of the China Chamber of Commerce for Import and Export of Medicines and Health Products at www.cccmhpie.org.cn.) The measures for export quality control of the above-mentioned epidemic prevention supplies are updated from time to time.
