Guangzhou Simplifies Operation Permits for Enterprises

The General Office of the People’s Government of Guangzhou Municipality recently issued its work plan for a pilot project to enact a reform relating to business licences and operation permits. The handling of matters related to business licences will be reformed in four ways, namely: direct abolition of examination and approval; replacement of examination and approval with record-filing; notification of commitment; and streamlining of approval services. In the Guangzhou Nansha New Area of the China (Guangdong) Pilot Free Trade Zone , 523 items relating to operation permits required by various laws, administrative regulations and State Council decisions, and three operation permits required by local laws and provincial government regulations in Guangdong, are included in the reform. If these items are handled by government departments below the provincial level and do not involve adjustments to applicable laws, administrative regulations and State Council decisions, the reform may be advanced simultaneously in areas outside the Nansha New Area.
