China Further Opens Testing and Accreditation Business to Hong Kong under CEPA

The China National Certification and Accreditation Administration (CNCA) announced the Agreement Concerning Amendment to the Mainland and Hong Kong Closer Economic Partnership Agreement (CEPA) Agreement on Trade in Services on 27 May (Announcement No. 10 [2020]). The agreement concerns the opening of China Compulsory Certification (CCC) products to testing and certification bodies in Hong Kong. The CNCA has issued the following guideline, which took effect on 1 June 2020, to facilitate the implementation of the amended provisions.
- Testing bodies accredited by the accreditation authority of the Government of the Hong Kong Special Administrative Region (HKSAR) to be competent to perform testing of the relevant products under the mainland CCC system are allowed to co-operate with designated mainland institutions in the testing of all products included in the CCC catalogue.
- Certification bodies accredited by the accreditation authority of the HKSAR Government to be competent to perform certification of the relevant CCC products are allowed to co-operate with mainland CCC certification bodies on CCC factory inspection by assigning inspectors to carry out such inspection of factories manufacturing CCC products throughout the mainland.
