Guangdong Streamlines Enterprise-Related Licensing Approvals

The Guangdong Provincial Department of Commerce recently issued a circular regarding its full-scale pilot reform separating business licences and operation permits. The reforms are relevant to all commerce bureaus of cities above the prefectural level in the province and to the management committees of all sub-zones of the Guangdong Pilot Free Trade Zone (free trade zones) (Yue Shang Wu Ban Han No. 87 [2020]).
The circular covers the requirements for complying with the licensing reforms both within and outside of the free trade zones and in the whole province. Reforms in the free trade zones include abolition of record-filing registration of foreign trade operators and streamlining of approvals for authorised suppliers of livestock and poultry to Hong Kong and Macao.
