State Council Adjusts Administrative Regulations for Hainan FTZ

The State Council recently issued a circular (Guo Han No. 88 [2020]) on temporary adjustments to the implementation of administrative regulations in the China (Hainan) Pilot Free Trade Zone (FTZ). According to the circular, adjustments are made to five administrative regulations governing the following matters: guarantee relating to customs affairs, import and export duties, international ocean shipping, survey of ships and offshore installations, and the administration of domestic water transport. The adjustments include:
- Guarantee-free policy for self-driving entry of yachts into the Hainan pilot FTZ
- Approval power for the operation of international passenger ships and international bulk carriers of hazardous liquids by enterprises registered in the Hainan pilot FTZ is delegated from the competent transport department of the State Council to the provincial transport department of Hainan
- Foreign ship inspection agencies are allowed to provide classification services for Chinese ships engaged in international voyages that are registered in the Hainan pilot FTZ
- Foreign cruise ships are allowed to make multiple calls if they only involve ports in the Hainan pilot FTZ
