Hainan Updates Supervision Measures for Offshore Duty-Free Shopping

The General Administration of Customs recently issued revised measures for the supervision of offshore duty-free shopping in Hainan in a bid to adjust the offshore duty-free shopping policy for the island province, update the supervision of offshore duty-free shopping and promote the development of the Hainan Free Trade Port. The revised measures took effect on 10 July.
The measures stipulate that shoppers should provide a valid identity card or travel document and information required by Customs, such as the means of transport they will take to leave the island after purchasing duty-free goods in Hainan. With regard to per person per year shopping quotas, varieties of duty-free goods and limits on the numbers of items that can be purchased at a time, the relevant regulations of the Ministry of Finance, the General Administration of Customs and the State Taxation Administration will apply. Purchases in excess of the annual duty-free shopping quota and limits on the number of items purchased at once will have import duties levied as personal imports in accordance with Customs regulations.
