Beijing’s Pilot Experience in Service Sector Access to Be Promoted Nationwide

According to a circular jointly issued by the Ministry of Commerce, the Supreme People’s Court, the Ministry of Science and Technology and eight other government departments on doing a good job of replicating and promoting the experience of the comprehensive pilot programme of Beijing in expanding the opening up of the service sector (Shang Zi Han No. 212 [2020]), Beijing’s experience of institutional innovation in finance, technology innovation, people’s livelihood and other fields will be replicated and promoted in the whole country, including:

  1. Finance: Enterprises across the country may apply for financing by registering their pledge of accounts receivable with their production equipment, raw materials, semi-finished products, chattel and warranty of title.
  1. Technology innovation:
  • Support will be given to foreign talent with permanent residence status in setting up technology enterprises.
  • A one-stop government service centre will be established for foreign talent.
  • An intellectual property rights dispute diversified resolution mechanism will be established.
  • The time limit that R&D test vehicles eligible for optional customs inspection temporarily imported by qualified enterprises are allowed to remain in the country is extended from six months to two years.
  1. People’s livelihood: Innovation of the ‘Internet+’ model of nursing care will be promoted.
