Hainan Unveils 14th Five-Year Plan and Long-Range Objectives Through 2035

The CPC Hainan Provincial Committee adopted the proposal for the 14th five-year plan and the long-range objectives through the year 2035 on 4 December 2020. The plan covers the following measures:

1. Initial establishment of institutional system for the free trade port policy: implement the zero-tariff policy on some imports;
2. Establishment of a modern economic system: promote international tourism, cross-border e-commerce, cross-border settlement and cross-border data processing;
3. A high level of opening up: implement a more open shipping and air transport policy;
4. Sustained promotion of urban integration in the whole island: strengthen the gateway function of Haikou and the whole province; and
5. Enhancement of rule of law in the free trade port: formulate and implement provisions for business de-registration and bankruptcy in the Hainan free trade port.
