China Updates Catalogue of Dual-Use Items and Technologies

China’s Ministry of Commerce and the General Administration of Customs recently issued an updated Catalogue of Dual-Use Items and Technologies Subject to Import and Export Licence Administration (Announcement No. 75 [2020]). The Catalogue is divided into two parts: namely, a Catalogue of Dual-Use Items and Technologies Subject to Import Licence Administration and a Catalogue of Dual-Use Items and Technologies Subject to Export Licence Administration.
Those intending to import or export dual-use items and technologies listed in the catalogues must apply for the relevant import or export licence in accordance with law, regardless of whether customs commodity codes are stipulated in the catalogues.
The above announcement is effective as of 1 January 2021, and the Catalogue of Dual-Use Items and Technologies Subject to Import and Export Licence Administration issued by the Ministry of Commerce and the General Administration of Customs in Announcement No. 68 [2019] is repealed simultaneously.
