China Adjusts Place of Origin Declaration Requirements Under Preferential Trade Agreement

On 25 April, the General Administration of Customs (GAC) revised its requirements for completing the place of origin column on customs declaration forms and the filing of these forms (GAC Announcement No. 34 [2021]). Consignors and consignees of imported and exported goods, or their agents, must truthfully fill in the “entitlement to preferential trade agreement” column when making customs declarations. When exporting to Hong Kong or Macao raw materials for the production of goods eligible for conventional tariff rates under CEPA, they must also fill in the record-filing number of the Hong Kong or Macao manufacturer – as registered with the Hong Kong Trade and Industry Department or the Macao Economic and Technological Development Bureau – in the “related record-filing” column of the declaration form.
