INDIA: Pre-Registration Requirement for Circuitry Imports Now in Force

Certain imported electronic circuitry items must now be registered via the Chip Import Monitoring System (CHIMS), the government’s dedicated online tracking portal. The new requirement, detailed in the Ministry of Commerce’s Notification No. 05/2015-2020, came into effect as of 1 August and applies to processors and controllers (whether or not they are combined with memories), converters, logic circuits, amplifiers, clock and timing circuits; and other electronic integrated circuits. In specific terms, all the affected products fall within the following HS Code categories: 85423100, 85423200, 85423300, 85423900 or 85429000, as defined in the Central Board of Indirect Taxes & Customs’ Chapter 85 of lTC (HS), 2017, Schedule - I (Import Policy).
In addition, details of the relevant proposed imports must be electronically submitted to CHIMS up to 60 days prior to the expected arrival date. Upon submission, the system will automatically generate a registration number, which will remain valid for a maximum period of 75 days.
