SRI LANKA: Customs Introduces CEO/AEO Programme

Sri Lanka Customs (SLC) launched its Compliant Economic Operator and Authorised Economic Operator (CEO/AEO) programme on 20 January 2022. The programme is part of a global initiative to accelerate the movement, release and clearance of goods by reducing the time and costs of cross-border customs clearance transactions.
Under the new scheme, any international supply chain business conducting customs-related activity in Sri Lanka can apply for CEO/AEO status, regardless of business size. Those who meet the eligibility criteria can benefit from privileged trade facilitation, such as fewer physical inspections, faster customs release, and less documentation and data requirements.
The SLC’s criteria focus on demonstrating high legal and operational compliance, and maintaining high supply chain security. Companies are awarded two certification types: CEO level for operators with high standards of legal and operational compliance; and a subsequent AEO level for operators who also maintain high levels of supply chain security. The scheme is voluntary, but the benefits provide a strong incentive to join. The Ceylon Chamber of Commerce has partnered with the SLC to provide training for the programme.
